Business Overview
Forest City Water Sdn. Bhd. (FCW), established on 11 October 2017, provides wastewater treatment services on Forest City island. Its operations cover four sewage treatment plants, STP1–STP4, and their associated reclaimed-water applications. Together, the plants meet the island's wastewater treatment needs. Water meeting the relevant reuse standards can be supplied through reclaimed-water systems for landscape irrigation, linking treatment with a reusable water source for landscape maintenance.
The Sponge City Concept
Since planning and construction began in 2015, Forest City has started its transition from developer to city operator, working towards a green, smart, safe city that integrates industry and urban life. Its sponge-city approach combines advanced ecological wastewater treatment with constructed wetlands for further treatment, producing water of a quality above Malaysia's ordinary discharge standards at Class IIB level. A separate reclaimed-water system supplies rooftop and vertical greenery, outdoor irrigation and public toilet flushing. Most landscape water currently comes from reuse, with desalination planned to improve water efficiency further.
2020 Asian Townscape Awards · Jury Award
Forest City's Water Circulation System and Sponge City Concept Application received the Jury Award at the 2020 Asian Townscape Awards, recognising its exploration of ecological sustainability. The awards were jointly established in 2010 by UN-Habitat's Regional Office for Asia and the Pacific, the Asian Habitat Society, the Fukuoka Asian Urban Research Center and the Asian Society of Landscape Architecture.
Operating Capacity
The four sewage treatment plants have a combined capacity of 147,400 PE, as detailed below.
PE means population equivalent, a measure of wastewater load. It is not the actual number of people served or the daily volume treated. Capacities follow the supplied capacity table.
The Four Plants
STP1, STP2, STP3 and STP4 are located across Forest City. Together they form its four-plant treatment network. The map below shows all four locations, marked by red arrows.
Reclaimed Water
The four plants' associated reuse systems supply treated water meeting the required standards for landscape irrigation. This connects water operations with landscape maintenance and reduces demand for freshwater. Actual reuse coverage and supply volumes depend on each plant's system configuration, treated-water quality and irrigation needs.
